As you may recall studying American History, alcohol started out legal, then it was outlawed
and now it's legal again, except with a lot more rules regarding its consumption and sale. Prohibition was the
big social experiment of 1920 that succeeded only in expanding the criminal underworld in which
bootleggers took control of alcohol sales until Prohibition was overturned in 1933. At first
alcohol regulation was supervised by the Federal Alcohol Administration within the U.S. Department
of Treasury. But eventually the agency was cut and regulation has been left to the states.

Of course, liquor laws vary from state to state as some are stricter than others. In Utah
packaged alcohol is sold through state-owned retail outlets or other authorized agencies in
which prices are determined by the state. Arizona has a long list of different "series" liquor
licenses depending on the manner in which alcohol is served and sold.
There are different licenses for liquor stores, wineries, microbreweries, hotels, clubs, airports and restaurants.
In addition to state regulations, every city or local government has requirements
one needs to look into for getting a liquor license in that location.
